The PCL Team
, President, has over 30 years of experience helping contractors establish and expand their surety lines of credit. He worked for eight years as an underwriter and bond manager for USF&G and Hartford, and four years for a full lines insurance agency before joining PCL in 1985.
Clem is currently serving the last year of his 3-year term as a director for Associated Builders and Contractors-North Texas. He worked two years as the Legislative Committee chairman before serving as 2004 Political Forum chairman. In August 2007, ABC-NT presented Clem with the "Excellence in Government Award," recognizing him for his ongoing commitment and efforts on behalf of ABC, its members, and the construction industry in the areas of legislation and political action.
Clem is a member of the American Institute of Constructors. Prior to earning his business degree from the University of Wisconsin in Milwaukee, he spent part of his military duty in the mid-1960s with the U.S. Army Corps of Engineers working at NATO sites in Europe. |
, started his surety career in 1989 in Tempe, Arizona, and moved to the Dallas area in 1993. Prior to joining PCL, Steven was a contract bond underwriter in the Dallas/Fort Worth area, working for several surety companies. This underwriting experience gives him an excellent perspective on agent-underwriter relationships, and on handling the needs of a wide variety of contractors.

Michael Ross joined PCL as a surety bond producer in June 2008, with 24 years of experience in surety underwriting, production and agency management. With a degree in Economics from California State University at Northridge, Michael started his surety career as an underwriter on the west coast. He was the branch office manager for a major surety in Phoenix, and was promoted to home office underwriting manager. Moving to Dallas in 1992, he led the startup of a surety Managing General Agency. Following a brief stint in Austin with a regional surety, Michael returned to Dallas, where he served as Senior Underwriter for RLI Insurance Company from 1996-2007, and more recently with Old Republic Surety Company.
Michael has earned several professional designations, the most significant being his AFSB (Associate in Fidelity and Surety Bonding, 1997). Although specializing in surety, he is also familiar with insurance and risk management, having earned his CPCU designation (Chartered Property Casualty Underwriter, 2002), ARM (Associate in Risk Management, 2006) and AIC (Associate in Claims, 2007).

worked for four years for a Dallas-based commercial developer and construction company prior to starting PCL in 1985. She sold the agency in 2002. Pauline's primary responsibilities are customer service, as well as assisting the agency's producers and management. Pauline has been a member of the Fort Worth Chapter of the National Association of Women in Construction since 1987, and is a past Chapter President. She also served a three-year term on the Board of Directors of Associated Builders and Contractors, North Texas Chapter. |
joined in May 2007. She earned her Texas General Lines Property & Casualty License and her Accredited Customer Service Representative (ACSR) designation in 2003. Prior to joining PCL, she worked at Willis in Dallas, as a senior insurance account administrator in their Construction Insurance Practice, as well as at Marsh USA Dallas as an administrative assistant in the Private Client Services department and at a local agency handling personal lines insurance. Jennifer's duties include customer service, processing bond requests, assisting in account maintenance and marketing, and general administrative duties. |
joined PCL in March 2002. She came to PCL from the bond department of the Travelers' office in Houston. Pat provides customer service with a smile, keeps track of bond requests in progress, and keeps producers informed of activity pertaining to their clients. She assists in bond preparation and follow-up, and serves as the agency's liaison with the bond technicians at the surety companies, as well as being administrative assistant to PCL's producers. |
